ANG IBINABATONG ISYU KAY SENADOR BONGBONG MARCOS

Umariba ang Rappler sa pambabatikos sa butihing Senador Ferdinand "Bongbong" Marcos, Jr. Pati educational background ni Senador Bongbong kanilang hinahalungkat para sa ikasisira ng senador.  
Diumano ay hindi nakatapos sa pagaaral ng kursong "Bachelor of Arts Degree in Philosophy, Politics" sa Oxford University siya. Pero nagcountered si Senador Bongbong sa iniisyu sa kanya ng mapanirang pahayag ng Rappler.
Sagot ni Senador Bongbong nagkamit siya ng  diploma sa political science sa St Edmund Hall, Oxford University sa England. Pero inamin niya na hindi siya nakatapos sa Wharton Bussiness School sa University of Pennsylvania sa Master in Business Administration. Hindi nakompleto ang kinuhang kurso dahil sa pagpasok sa politikal bilang isang naging Vice-Governor ng Ilocos Norte.
Pero hindi naman credible ang Rappler para masabi nila ang totoong natapos na pinagaralan ni Senador Bongbong. Paano mo mapapaniwalaan ang Rappler na magsabi ng totoo eh, kilala ang page na yan sa pagtira o pagiging birador sa Marcoses. Kung meron dapat paniwalaan ay walang iba kundi isang taong nakakakilala kay senador noong isa pa lamang siyang magaaral sa Oxford University, ito ay ang naging professor mismo ng senador sa political science na si John Dunbabin.

SINO ANG MAY SILBI SA BAYAN SI MAKOY JR O SI NOYNOY ?


Pagbigyan na ang isyung ibinabato ng Rappler kay Senador Bongbong na hindi siya nakatapos sa pagaaral sa pamantasan ng Oxford. Pero kung performance bilang naging lingkod ng lalawigan ng Ilocos Norte masasabi nating tagumpay si Bongbong Marcos bilang naging isang gobernador at congressman at makikita ito sa mga naging kontribusyon niya sa kanyang lalawigang pinagsilbihan.
Ipagkumpara natin si Senador Marcos sa kasalukuyang pangulo na si Benigno Cojuangco Aquino III,
kung katangian at mga nagawang paglilingkod o pagkakaroon ng silbi napakalayo ng agwat ni Senador Bongbong kay Pangulong Noynoy, milya-milya na siguro.
Naging kinatawan sa mababang kapulungan at naging senador itong si Noynoy pero ni isang house  at senate bill niya walang nakapasa o napagtibay  para maging isang ganap na batas.  

Official records of the Senate and House of Representatives show that none of Noynoy Aquino's principally authored bills have been enacted into law.
Walang ginawa si Noynoy habang nakaupo sa senado, at hindi sapat ang kanyang mga hinain para sa serbisyong pampubliko.

Kahit anong klaseng pambabatikos, paninira o panghahamak ang ibato nila kay Senador Bongbong ang pagsisilbi niya sa ating mga Filipino at sa bansang Pilipinas ay hindi maapektuhan dahil tuloy-tuloy parin ang kanyang gagawing paglilingkod.
Kung alam at kayang tanggapin lamang ng ibang mga tumutuligsa kay Bongbong mga ginawa niya bilang senador sila narin mismo ang makakapagpatunay na isang matalino, magaling  at mabuting public servant  ang senador na mula sa Ilocos Norte.

Sen. Bongbong Marcos strongly believes in tourism as an instrument for economic growth.
One of his achievements as Governor of Ilocos Norte was making the province a major tourist destination not only for local but also for international tourists. This was achieved through infrastructure development as well as constant marketing, with then-Governor Marcos personally making visits to China, where he forged a Sisterhood Agreement with Shandong Province specifically to increase the number of Chinese tourists to Ilocos Norte.
He believes that increased public spending and strategic investments in tourism development and promotion will result in long-term benefits, especially in terms of job generation and increased income for local governments.
The windmills of Bangui, for instance, built under Marcos’s leadership, are now regarded as a tourist attraction, aside from being an alternative source of energy.
Believing that infrastructure development is integral to tourism development, Senator Marcos has filed Senate Bill No. 3201, “An Act Creating the Laoag International Port Authority”. This bill recognizes that the Laoag International Airport is the only international airport in Northern Luzon and therefore vests the Port Authority with sufficient powers to accelerate its development into a world-class facility. It hopes to encourage direct flights to Laoag, resulting in an increased number of visitors from China, Taiwan, Japan and South Korea.












COOPERATIVES


Sen. Bongbong Marcos believes in the ability of cooperatives to fuel the growth of entrepreneurs.
Believing that the potential benefits that can be gained from cooperatives remain untapped, he filed Senate Bill No. 3245, “Cooperative Development Authority Charter Act”.
The bill aims to streamline the Cooperative Development Authority so that it may better address the problems of cooperatives and provide them more adequate funding, assistance and supervision.
Around 10 Million Filipinos or roughly 10% of the population are members of cooperatives yet coops have remained in the micro scale, failing to mature into large scale enterprises.
As an active and passionate Vice Chairman of the Committee on Cooperatives, Senator Marcos hopes to change this and develop a culture of entrepreneurship among Filipinos.

Sen. Bongbong Marcos was Chairman of the Senate Committee on Urban Planning, Housing and Resettlements during the 15th Congress.
He has filed the following bills related to housing and urban planning:














LOCAL GOVERNMENT


Senator Bongbong Marcos is presently the Chairman of the Senate Committee on Local Government.
With his extensive and successful experience in local government leadership, having been Governor of Ilocos Norte for a total of four terms (1983 to 1986, 1998 to 2001, 2001 to 2004 and 2004 to 2007), Marcos now seeks opportunities that would continually help empower LGUs nationwide. He believes that an empowered local government translates to an empowered nation.
Retirement Fund for Barangay Officials
This bill mandates the creation of a Retirement Fund for barangay officials and workers that would allow them a retirement benefit of P50,000 to P100,000 depending on their position.
SK Reform
Recognizing the reality that the Sangguniang Kabataan under the present structure has lost its effectiveness in advancing the democratic ideals of service-oriented youth leadership, Marcos filed this bill to cancel the Sangguniang Kabataan elections of 2013. This bill was signed into law in the same month. The Commission on Elections can now set the date for the SK elections within the period from October 28, 2014 and February 23, 2015. This will allow Congress time to reform the youth council.
National Wealth
Marcos has also initiated deliberations on various Senate and House Bills that seek the direct remittance to the host local government unit of its forty percent (40%) share of the gross collection derived by the national government from national wealth taxes.
He believes in the Constitutional principle that local government units deserve their “equitable share in the proceeds of the utilization and development of the national wealth within their jurisdiction” and therefore has taken steps to remedy the problem of slow or zero remittance of the economic benefits from mining to local government units.
Jobs
This bill seeks to establish an inter-agency council for employment generation but specifically calls for the utilization of LGUs in this objective. LGUs are to map out business opportunities in their respective localities, relay these to the inter-agency council, which would in turn advise investors. This way, employment opportunities are brought into the town, city or province, instead of residents having to leave their families to seek employment opportunities in other provinces or abroad.











OFWS


Sen. Bongbong Marcos believes that it is Philippine government’s duty and responsibility to protect Overseas Foreign Workers (OFWs). Beyond expressing support for OFWs, he has initiated legislative measures to safeguard their rights and welfare.
Upon hearing reports of retaliation by Taiwanese citizens against OFWs following strained relations between the Philippine Government and Taiwan over the deportation of Taiwan nationals in 2011, Marcos immediately filed Senate Resolution No. 379 which directs the Senate Committee on Foreign Relations to look into the remedial measures taken by the Department of Foreign Affairs (DFA) in protecting the welfare and interests of Overseas Filipino Workers (OFWs) in Taiwan.
Marcos also immediately called on the government to work overtime and process within 2 months the correction of the status of remaining overseas Filipino workers in Saudi Arabia who are either undocumented or possess incomplete working requirements, following reports that the government of Saudi Arabia had given illegal migrant workers until March 1, 2014 to complete their working papers or their stay in Saudi Arabia would be considered illegal.
He is presently formulating a measure that will channel a portion of the Overseas Workers Welfare Administration (OWWA) fund to assist OFWs in distress, hire more lawyers to assist OFWs who have been jailed for various alleged offenses, and repatriate victims of maltreatment and illegal recruiters.











ABOUT BONGBONG MARCOS


Ferdinand “Bongbong” Romualdez Marcos, Jr. is a Senator of the 16th Congress of the Republic of the Philippines. He is presently Chairman of the Senate Committee on Local Government and the Senate Committee on Public Works; and Vice Chairman of the Committee on Civil Service and Government Reorganization, the Committee on Cooperatives and the Committee on Foreign Relations.

Track Record of Public Service

Sen. Bongbong Marcos has been in public service for 34 years.
He started at the young age of 23 when he won as Vice Governor of Ilocos Norte. After one term as Vice Governor, he ran and won for Governor in 1983. In 1992, he ran for Congress and won a seat in the Lower House, representing the Second District of Ilocos Norte.
In 1998, he made a comeback as Governor of Ilocos Norte and completed three terms. He returned to Congress in 2007 and was elected Deputy Minority Leader.
In 2010, he ran for the Senate and won, receiving over 13 million votes. He was Chairman of the Committee on Local Government and the Committee on Urban Planning, Housing and Resettlements during the 15th Congress.

Ilocos Norte

Under the leadership of then-Governor Bongbong Marcos, Ilocos Norte was transformed from a third class to a first class province.
Agricultural output grew exponentially. After stabilizing the price of rice, the local government under then-Governor Bongbong Marcos improved levels of rice production from 145,000 Metric Tons to almost 200,000 Metric Tons. Livestock production also grew, with swine production doubling from 5,000 Metric Tons to almost 10,000 Metric Tons. Today, Ilocos Norte boasts of a surplus in production of both rice and corn.
The province has also become a model for public health care, with all residents provided with health insurance. Improvements in infrastructure helped transform Ilocos Norte, especially the town of Laoag, into a major tourist destination.
The province is now also at the forefront of developments in energy. Aside from the fact that Ilocos Norte is one of the few provinces that can boast of 100% electrification in all of its Five Hundred Fifty-seven (557) barangays, it is also the first province to develop wind electricity. Bangui, Ilocos Norte is home to the first wind farm in Southeast Asia.

Congress

Believing in the importance not only of educating but also of empowering the youth, Bongbong Marcos authored the law creating the Philippine Youth Commission. He is also responsible for the mandate to adopt English as the principal language of instruction in the Philippine educational system, and as a tool for Filipino competitiveness in education.
Inspired by the improvements in tourism in Ilocos Norte, Bongbong Marcos has also initiated movements to use Philippine tourism as major strategy for economic development. Aware that marketing alone will not achieve this, he has pursued laws for the adoption of a comprehensive infrastructure modernization program as key to full economic development.
Recognizing the country’s territorial integrity, Bongbong Marcos was also responsible for the passage of the Philippine Baselines Act, which defines the boundaries of the national territory according to international law while retaining the country’s claims to lands under dispute with other nations.

Aware of the importance of human capital, Bongbong Marcos has also initiated laws for the upgrading of the Filipino overseas workers program, which was initiated by his father, the late President Ferdinand Marcos.
Sen. Bongbong Marcos is presently Chairman of the Committee of Public Works in the Senate. He is leading efforts for the relief and rehabilitation of areas and victims affected by Typhoon Haiyan (Yolanda), as well as investigations for government accountability in the application of relief and rehabilitation funds.

Education

Sen. Bongbong Marcos earned his Bachelor of Arts in Political Science, Philosophy, and Economics in 1978 from Oxford University in England. He studied his Master’s in Business Administration at the Wharton School of the University of Pennsylvania in the United States.
His primary and secondary education diplomas are from De La Salle Greenhills and the Worth School in England.

Family

“Bongbong”, as he is fondly called by family and friends, is the only son of the late President Ferdinand Edralin Marcos and Rep. Imelda Romualdez Marcos.
He has two sisters: Irene Marcos-Araneta and Imee R. Marcos, who is now Governor of Ilocos Norte.
He is married to lawyer Louise Cacho Araneta, with whom he has three sons: Ferdinand Alexander III, Joseph Simon and William Vincent.
Sen. Bongbong Marcos was born on September 13, 1957, in Manila.
